Our Developments

The Housing Authority owns and manages the following developments providing affordable public housing to the low-income residents of the City of Cumberland.

Jane Frazier Village

This development opened on August 31, 1952 and is located within the borders of the 600 block of East First Street, the 500 block of Memorial Ave., and the 500 block of Sommerville Ave.  The Development has 17 buildings housing 125 townhouse style units consisting of:

  • 24 One bedroom units
  • 56 two bedroom units
  • 39 three bedroom units
  • 6 four bedroom units
  • Office, Community Room and playgrounds on site

Heat, water, sewer and trash removal is provided with the rent.

Fort Cumberland Homes

This development opened on October 31, 1960 as the redeveloped area formerly known as “Shanty Town” and is located within the borders of the Lamont Street & the block of West Oldtown Road.  The Development has 12 buildings housing 80 townhouse style units consisting of:

  • 47 two bedroom units
  • 30 three bedroom units
  • 3 four bedroom units

Heat, water, sewer and trash removal is provided with the rent.

John F. Kennedy Homes

This development opened on August 31, 1967 and is located at 135 N Mechanic Street and is the tallest Building in Cumberland (11 stories).  The Development was originally constructed for elderly, but was later opened to all ages with preference given to the elderly followed by the disabled.  This Development has 100 apartment units consisting of:

  • 40 efficiency apartments
  • 60 one bedroom apartments

Heat, electric, water, sewer and trash removal are provided with the rent.  There is an onsite office, community room and it has a secure access system and indoor mailboxes.

Queen City Tower

This development opened on November 30, 1970 and is located at 235 Paca Street.  The Development was originally constructed for elderly, but was later opened to all ages with preference given to the elderly followed by the disabled.  This Development has 95 apartment units on nine floors consisting of:

  • 50 efficiency apartments
  • 40 one bedroom apartments
  • 5 two bedroom apartments

Heat, electric, water, sewer and trash removal are provided with the rent.  There is an onsite office, community room and it has a secure access system and indoor mailboxes.

Banneker Gardens

This modern development opened on June 30, 2011 and is located at 326 Frederick Street.  The Development replaced the former Benjamin Banneker Apartments which opened on June 30, 1953 and was demolished in 2007 to provide the space for the new development.  The development has five separate buildings which consist of 25 townhouse and garden style apartment units broke down as:

  • 10 two bedroom (7 townhouse units /3 garden apartments)
  • 15 three bedroom (12 townhouse units /3 garden apartments)

Water, sewer and trash removal are provided with the rent.  Each unit has a heat pump with central air conditioning and a dishwasher provided.  All townhouse units have two full bathrooms and an open kitchen and living design.

All apartments and townhouses in our portfolio provide the following: Energy Star efficient appliances; energy efficient heating, cooling and lighting; off street lighted parking, on site mail delivery receptacles; 24/7/365 Maintenance Services; periodic security patrols.
